Well considering @BadDo9 going on a hiatus for now, technically the scout position would be open for the War of the Beast. Also I looked and it seems there is information that they existed during M32 which makes it eligible for them to be played for you (since we are 10 years before the beast, so they could definitely had been made due to the rising ork problem). I would handle them as Unknown Founding like the Iron Snakes that @TechCaptain plays. Which means you gotta let me know what you want as special equipment and such - if any. TechCaptain came up with the idea of a Sealance Launcher for example. If you don't want the scout. Tactical, Assault and Devastator are always available.
I could come up with a scout, would a chain axe be considered special? And what age would seem most appropriate for a Scout in the Death Watch?
Chain Axe in the case of a scout would be special. Somewhere around 100-250 would be good.
