Movement speed can be increased while out of combat. It's easy to get into combat, just shoot them. And if you're a shield bro, you're a defensive character, you shouldn't go chasing after an Eldar.
Shieldbro, defensive? Ha! Should be, perhaps. They're a mobile invulnerable tank at the moment from what I've seen. Though they're not a huge challenge for a Dire Avenger anyway. Just backpedal and fire when they swipe. It's the defence they give their teammates that's hard to counter (i.e. stand behind the guy with the shield and be immune to everything except explosives).
1st. The Reaper Launcher needs to function more like the HB where it fires a shot the moment you click to fire, provided you have it readied/braced already. The RL's Starswarm Missiles should deal 16.7% of their DMG through SM Power Armour, which needs to be raised in value just as HP needs to be lowered in value. 2nd. Artificial suppression needs to be removed or changed to just screen blur and flinch. While the weapon should be more accurate than the SB it should have roughly the same range; of course, its lower recoil and higher FR should give it medium/long range advantages against the SB. 3rd. Lulz. I think it could look better with the hair more free, instead of bound multiple times making the little poof ball style. bE has been lacking in regards to giving players an appropriate feel of speed and power. For example, why does it take more than even half a second for a Marine to regain their footing after dropping from a height? The Armour's servos counter-act its own weight so the only real thing the Marine has to do after dropping is get moving. Unless their footing is unsteady, a Marine should feel completely unencumbered by his Armour, except for in terms of flexibility/range-of-motion of course. Rant aside, I am hoping that bE is just keeping MS a little lower currently until they can significantly improve performance. As far as what Move Speeds should be: C/SM Forward: 6-ms Strafe: 5-ms Back-Pedal: 4-ms Sprint: 12-ms Eldar(Aspect Armor) Base / Fleet of Foot Forward: 7.5-ms / 9-ms Strafe: 6-ms / 7.2-ms Back-Pedal: 4-ms / 4.8-ms Sprint: 15-ms / 18-ms Eldar(Heavy AA) B / FoF Forward: 6.25-ms / 7.5-ms Strafe: 5-ms / 6-ms Back-Pedal: 3.5-ms / 4.2-ms Sprint: 12.5-ms / 15-ms Fleet of Foot should be available to all Eldar players and should temporarily increase their MS by 20%. That would only occur if the one faction was massively faster than the other. That aside, if the faster faction is also generally quicker or more likely to die in close-combat, enhancing their kiting potential is exactly what you're supposed to do.
Indeed. If we're going to be weaker, we need to be either faster or more powerful. Right now fair enough we're no weaker, but we're also no faster and are less powerful.
Quite. Though I have the same experience attacking anyone with the fast slash on the Striking Scorpion. I hit an Apothecary about four times (once with a heavy slash) then when he killed me it said he was still on 100% health. :'( He can heal I know, but jeez. Edit: For clarity, I'm pretty sure that was a latency issue and not him just being invulnerable or being able to outheal my damage... though I'm not completely convinced of that.
It is super jank to get it to work. But it does work more reliably than anything else in melee at this point.
IMO the Dark Reaper isn't that messed up, though I find it sad that the Devs seem to make it more like a Devastator/Havoc than an "Eldar", as in they have the same limitations. So I really hope they will allow the DR to climb "tall" obstacles like the other classes, as that would make them a bit more different from the other factions, show the Eldar's agility, allow them to flank more easily etc. I know they are "slow" by Eldar standards, and the climb should also be rather slow, but I still believe it would be a nice touch. The Starshot missile will have either a lock-on mechanic or a "follow your aim" mechanic (a bit of contradictory information out there, but the first one is most likely). The missiles should move quite a bit faster, so I agree with you on that The Shuriken Cannon does a good amount of suppression, but it seems to be even worse than the Heavy Bolter at killing stuff, which says a lot, so I really hope they give it a damage boost. The Shuriken Cannon is worse than the Heavy Bolter at range (iirc), so I wouldn't be to set on getting a lot of accuracy for it.
