So, we will get the Curse condition that the Basilisks from Dark Souls apply?:D
Also Grandfather Nurgle is pleased at your choice of games to take inspiration from.
Id also suggest Guild Wars 1 wiki to check on the things the Necromancers had to dish out, it was always a nightmare to play against a competent condition build, and a sick twisted pleasure to be the bringer of the said conditions (the link goes to the Curses page, but other skill trees can be interesting inspirations too):

On the subject of weapons that have persistent effects, you have things like smoke grenades, swarms/buzz bomz (summoned or otherwise), the stun like abilities of mortars, flamers, disease, fear and terror effects from Tyranids and Deamons, several pieces of Ork artillery where the bomz bounce around randomly.

None of them are specifically DoTs but AoEs that have persistent effects on the battlefield, there is however plenty of scope.

so a bar that after filled trigger an effect?
if someone is exposed for too much time to a certain effect (a flamer) take a condition with particolar effect (take fire and star burning)?

Totally forgot to update this thread with a response i got about conditions, here's what our overseer Brent had to say on the matter:

They're not currently in-game, but they're slotted to go in relatively soon (next big milestone) so we can try out a certain chaos class. ;)

In our game design documents it works similarly to Dark Souls, which I think works very nicely in a PvP RPG system since it's very granular and people can be resistant but not immune to any sort of effect. Once it's in-game though, we'll let everyone know how it feels!

Color me excited as hell, the nature of these conditions will make psykers a very interesting support class.
  5. I hope dots play some role in game, as long as there is a way to counter the effects. The counter shouldn't be too readily available, or too easy to employ. Perhaps a certain piece of gear could be equipped(pre battle), with a trade off such as less armor or less stamina or less grenades, ect.

There should also be methods to increase the effectiveness of DOTS, such as increased duration, increased damage, increased area of effect, ect.
