There's nothing that a well placed Heavy Bolter or Autocannon can't solve...unless that problem is a Land Raider, Daemon, jetpack/teleporter infantry that aren't inside of an enclosed area or a teammate running towards you with a bomb stuck to them.
I just think that as specified it's too OP and it's far too easy to have purposeful friendly fire with. If a single person can literally sway a massive battle on his own, he's too OP not to be a Hero class. (Loved Palace of the Plaguelord by the way. Once you get to Nurgle's Realm in the Wastes you're gonna need to go outside every now and then to breathe fresh air. C.L. Werner has a way with words that makes you feel nasty and smothered. It's perfect.)
If any model gets hit by a flamer, they make a toughness check and if failed an armour save or take a wound. At the beginning of the burning model's movement turn roll a dice to see if he continues to burn (you get a bonus if an ally is in base contact) or the flames go out, if he continues to burn he suffers another toughness check and armour save and has to move randomly and can't attack anyone. Special rules for all flamers is that they are a template weapon, ignore all cover and Ork burnas (which are modified welding torches) can be used in close combat as power weapons.
Debatable because their are several flame weapons that don't act the same way such as bile spewers, acid throwers, lances which are elongated flamers with melta type flame damage, and also inferno pistols. Not to mention warp fire which has different characteristics all together. Also, armour is not a guarantee you will survive a flamer blast because it is basically liquid and as well all know, liquids have a way of getting into anything. Not to mention the loss of oxygen.
Chaos & Conflagoration aside, Im fairly certain that Tyranids would gain access to DoTs via their Venom Sacs. Which would be pretty nifty mechanics for NPCs.
Cone and AoE is a useful anti-zerg mechanism, but we need to avoid a situation where one Bright Wizard using Rain of Fire lolmarine with a flamer in a doorway can hold off an Ork horde single handedly.
Well that's what 'nades are for! As well as multiple entry/exit points. Honestly if the horde isn't smart enough to work around that either with some sort of AoE or walking around it then they deserve it. Flamers DO seal off entry points, that's one of the basics of imperial strategy. Also excellent for clearing a room. Being able to hose people with fire is a pretty big deal.
