Well...but that's life, you can do great things at work and then there comes somebody who screws everything up you did Especially in games I don't mind that, because I don't make a living from MMO's...it just shortens your lifespan to get upset over such things But I also think locking some factions out would be kind of killer to the game. Splitting, restricting and blocking playerbases (by game mechanics or DLC), even temporary, would be the beginning of the end of the game. With something permanent to win I don't mean something like control over a territory which can never be contested anymore, but something more like trophies which are then forever present in a putative faction HQ of the winning side. E.g. if Space Marines win over Orks in a certain campaign they get a campaign banner and/or a big Ork skull as a reminder of this particular campaign...so its basically something added to a whole faction wide honor scroll and these things will stay there as this particular event will not be repeated...there are just more and more other campaigns, each adding to the battle history of the winning faction via unique banners/trophies/tales/offerings to chaos gods/harlequin troupe dancing the story...who knows however this would imply that there would be kind of a common great building for each main faction with a hall of monuments. I could see this on many hierarchical levels main faction/sub-faction/guild/squad/individual e.g. as an individual if you have taken part in the campaign and won you get a personal campaign badge which you can put somewhere on your model. If you are a sergeant/squad leader this badges represent the history of your Squad. The guild can put a banner on their personal strike cruiser (I will keep mentioning them until we get them ^^) etc etc.

Unfortunately there is always war. Unless The Emperor gets out of his wheelchair its always going to be a tug of war.
Don't forget they have a solar map with other planets on it. So arkhona might not be only planet we are going be fighting for. Though game needs to succeed to see how story and dlc will come into play and how long it will take .
what prevents the space marines from capping every territory on the continent and therefore winning every objective?
The fact that if I remember correctly -- Territory doesn't always equal the objective for each of the factions.
