I'd say its the "balancing" holding back the game the most. The boat rocks back and forth the most here and its starting to eat up the minutes if you catch my drift. Come to think of it the lag could be messing around with the balance so I'll put balance and lag in the top two to focus on. The fancy cosmetic stuff can come after when the issues are improved, you really cant enjoy those fancy outfits or new classes when your character steps in a pothole then shatters his/her shins in the process.

Content is what's holding this game back not any of those things above content. I would say servers after that bc getting dced and lagged and such is frustrating.
The biggest problem with the game is that the dev team is clearly underfunded and understaffed. It has enormous potential, but its pretty clear that the team simply does not have to resources to get the job done right in a reasonable amount of time. I think they are doing a great job with what they have, but honestly when you realize that they simply have zero dollars in the budget for play testing (for example) that they will never be able to deliver the game we where told this would be. That doesn't mean it cant be a good game and in fact I would argue that it already is. But the teams priorities are totally screwed up. The games Achilles heel right now is the poor performance. You cannot have a shooter FPS or TPS that has excess latency. It is unacceptable to only have the game servers hosted in two regions and then randomly place players at either one regardless of their location in the world. I wouldn't call it "unplayable" however it is at the point that it can cause you to loose individual fights if not the match. There is nothing less fun than loosing a game due to lag. The various bugs in animations are also another thing that negatively effect the game. These sorts of thing need TOP priority for dev time to correct. Players patience for this game has been getting very thin over the last year. The Free to Play conversion increased the player pop but it's only a temporary thing. New Players are even less tolerant of these problems. Players can fall in to the Stockholm syndrome like attitude that the devs need to be forgiven these shortcomings because of the small budget ect. ect. . But we need to be honest with them and hold them to the standards that they aspire to. There is no excuse for the problems that currently exist nor do we need an explanation. It simply needs to be fixed asap so we can continue to enjoy the game and experience it at it's best for the truly great game that it can and will be.
I'm voting 'lag/net code' for sure. Nothing makes me want to play a game less than dumping a whole magazine into someone and seeing maybe two shots register
None of these honestly. Just having more resources to implement all of the things that devs wanted in this game would push it a long way. More maps, more vehicles, more game modes, more cosmetics, better texturing, better campaign, better vet/elite system, better elites, heroes, Eldar vehicle fix that's incoming and yes, addressing balancing issues. I believe, I may be mistaken, that it was originally concept to develop this game into an open world much like Planetside 2. It's hard to imagine in the current state of the game, and it's nigh-impossible that we'll ever see that pipe dream realized, but not having the manpower, time and money to even imagine such a thing existing... well that is a pretty easy definition of what's holding the game back.
We went from "fully funded" to rushed launch and fix-as-we-go, to skeleton crew on the ship and we-can't-do-stuff-we-planned-for.
