Slower queues for LSM as a side effect of fixing the frustratingly broken matchmaking would be fine. Maybe that would motivate more LSM to do PVE runs again
Got to say, I'm waiting impatiently, munching popcorn, curious to see what your solution will be to the problem of underpopulated factions and incentives to play them over overpopulated LSM who are fighting constantly against all 3 factions, leaving you the freedom to que against any race you can dream of.

Still say give me a [Quick Game]/[Mercenary] button and I'll play for whatever faction is lacking numbers. How that would negatively affect campaigns or impact rewards ... Iunno.
I don't know what's best. See, your suggestion does make games more balanced, but it has a big drawback in that doing it your way will ensure that we'll only ever play against space marines. I mean, it will be quite rare to get a Eldar vs Orkz game going like that. So what's best? Unfair games, or repetitiveness in the opposition for everyone except LSM? It's a sophie's choice
The matchmaking issues are the number one reason to me, that campaigns won't really be that big of a change to the game. Without changes to the matchmaker, campaigns will be frustrating as people blame the MM for creating unbalanced matches. My question for the devs is this: Has any thought been put into changing the lobby system to include a best of three system. This way a lobby of players get to stay together and has a chance to attack and defend at least once. So you get to fight the same opponents a couple of times in a row with no weird load issues. I realize that it would probably require a huge rewrite of your MP code base; but I'm curious if this is something the team has considered?
