I wouldn't worry yet so far the Guard, the Navy (I think?), and the Mechanicus all don't like the judge. I think between the three some of us can do some things lol.
well you can say that in these matters teh guard navy and indeed the mechanicus would not really be proactive becouse that could seriusly hurt them in a larger picture, they have to be reactive to the jugde becouse of his rank and power.

So evil of minds you lot have. We could just effectively ignore him or strip him of his power, if none but his personnel arbites listen to him. I mean Politics can have many and complex turn out. His authority from terra is only as effective as his ability to enforce it and that is as true for everyone.

he can arrest anyone he gets to, becouse the only ones with higher sanctioner power, that actually still move around are inquisitors. He can arrest you, sentence you and execute you within the moment he decides to do so.

Luckily none of us have Done anything heretical or gone against the emperor's will in the RP yet. For Imperial governments what is allowed for the rule of a planet, I have mostly seen only Governor's for in settings would it be possible for kind of council?
He will force pilots to take him, or elsewise arrest them. It's not like they have much choice at that point. I don't think anyone will oppose a High Justicar if he threatens them to throw them in jail for the rest of their lives, or have them even executed for aiding in conspiration and therefore heresy xD Anyway. As I said, the fact the officers have private meetings could be used as Conspiracy and therefore heresy xDDD Councils can easily exist, most likely used on some feudal worlds and/or smaller agri-worlds and such. Also councils are usually only to make sure all voices are heard, all opinions shared, etc. but the governor making the actual call on the matter. Which is why you lot should have at least elected a chairman, but instead forced the High Justicar to glob that chair, whether you wanted or not ^^
