Civilians As An Secondary Currency?

The devs said there'd be other Npcs besides tyranids as most worlds worth fighting over in warhammer 40k usually have some form of colony on them will there be civilian presence in this game and if so how could they be used? my guess is that in line with the games asymmetrical balance each faction would have a different relation ship with them.

-Space marines can protect and 'conscript' them as a menial work force to help speed base building production and the construction of other resources.

    - Chaos can sacrifice, Infect (nurgles rot) or enslave them and decide/fight amoungst themselves how there used. (Slaanesh needs his entertainment right?) use them like the space marines or use them in ways to please the Chaos gods to get more dark gifts giving them extra value to individuals rather than the whole, a single CSM gets his hands on a towns worth of civs and he might just get the shiny new claw he wanted.

    - Orks can only kill them but get extra WAAAAGH!!!! from it.

    - Eldar are the only faction able to do all the above (except for the sacrificing) or simply ignore them as is there typical Aloofness.

It would give the war council more to consider in how to divide up the spoils of war.

Actually, Orks frequently make use of humans as slaves, they don't necessarily have to kill them.

Huh, I thought Waaghs were take no prisoners. Still that adds further possibilities such as liberating a pen of human captives from an ork base.

As long as they speak like Warcraft 3 peasants.

Orks use humans as slaves at factories, in industry in general, when they need workforce to aid their military efforts. Also orks force human specialists to operate human produced infrastructure (if orks need to use it) on ork occupied worlds, like hive-city reactors, for example.

actually, that would be cool. capturing outposts nets your faction more civilians, which would increase your base upgrade speed, capture speed, and decrease respawn or something. though i only really care about the aesthetics

Definitely an interesting idea and would serve as a significant driving force in plan making, campaigning, and resource allocation in general. Though it should be more of a faction meta-resource. Each faction must accumulate a certain amount of civilians in order to maintain ammo. and supply operations, get factory boosts, etc.

But it would take too long for that factor to be feasible. You can't have children working at the age of zero, or even 5.

An interesting point to bring up and one that I support. It gives each faction a different reason for wanting to secure cites on the planet. I know that the Tau will seek to liberate these cities from those who would do them harm, and we are always looking for those who would be willing to join the greater good. Perhaps once we liberate them they will see the light of the Greater Good and will join with us as Gue'vesa.
