Don't send the two warp-sensitives away, they're in the training to become Space Marines, they could become new Librarians and I rather have trained Librarians by one whom we're familiar with. Tech-priests, Apothecaries and Chaplains are more replacable, just get a zealous Marine and give him a staff to become a Chaplain; send another to a hospital and let him be a scrub for a doctor; and just get the local whizzkid Marine to play tag with the other Tech-Priests using their mechandrites.

We may need to train some Chaplains. Since riots are breaking out all over the planet, which is a sure fire way to bring Chaos' attention to the planet, once the riots are over, get some Chaplains to preach to the people.
I vote for sending half the marines the Governor requested, and the rest be filled in with scouts. So that's 50 Marines, 42 new recruits, and 8 scouts. As for the psykers, I say we blame the riots on the psykers and ask the planetary governor to sponsor the "evacuation".
Why take out the psykers? We're trying to train them, and they'd be a big help in rooting out Chaos cults in the hives.
