I didn't write that properly, I wanted him to build a small bit of the building with only the 150 of the req but then use that bit to produce a small number of guns and ammo. If that is not possible then I wish to have that 150 be added to the left over 100 for 250 reserve req.
How do we increase our req output? I'd vote for the Temple, to increase faith and to keep Chaos influence to a minimum.
I vote for scouts. I'm not sure how the rules work - what for will you use the remaining requisition If they get voted out, and not manifactorum, so If its sequential (Most votes goal is built first, runner up second etc), I'm up for using remaining requisition to help Chief Librarian, so we don't get our librarians possessed or some similar misfortune.
I vote give the Scout Captain the necessary tools he requires to train additional recruits. We're less than half chapter strength. And another 250req to help the Chaplain in his needs. Personally, I say we round up all the psykers and send them off-world to be turned into sanctioned psykers and enlisted into the Imperial military. Excluding the Librarian. But that's just me.
You know what I find slightly humorous? Everyone with a Chaos avatar is in favour of a Temple for the God-Emperor to avoid Chaos-corruption and every loyalist says: no, we have to save money, it'll be fine. I agree with Freke; the psykers are liability, rounding them up and either get them sanctioned off-world or feed them to our venerable corpse is fine. From another perspective, we're a chapter-master discussing his options with his other multiple personalities; Do you hear the voices too?
