See, I would assume this to mean that Arkhona actually has their attention, not so much that they'll personally show up or anything. Perhaps this means, in game terms, that the directives for each campaign will be filtering down the chain of command from the Primarchs until their decrees reach the War Council?
Its anyones guess, they already put Abaddon in DoW2 (well not a model, but still hes there chatting it up) so GW seems to not shy from pushing some boundaries. If we dont get the Primarchs, then there needs to be a middle man between the Primarchs and the Warcouncil itself. Id hardly assume Lorgar would be giving a to-do list to xXxDark Killa!xXx personally.

If the primarchs themselves cannot come then maybe they send representatives and those representatives are the war council? who knows
Well, the War Council is going to be made up of players. But, they'll be tasked with objectives that they can choose to direct the faction to pursue, or not, at their discretion.
As far as i know (which is a lot) Lorgar hasnt been heard from since the HH as he has been in eternal meditation so i doubt this one planet will make him step out. Only the 2nd battle for Terra seems like it will demand his presence (on a personal note i firmly believe that when Lorgar finishes meditating on the meaning of chaos and all that he will repent and attempt to slaughter the traitor legions, and i only say his because it is the kind of twist that befits the biggest battles in 40k especially when the primarch's go to war again)
