The recent lore doesn't say that at all. They always go on about how 'unknowable' and how things seem contradictory, but nothing about sabotaging it.

Tzeentch can never achieve any ultimate aim for to do so would be the end of ambition and thus the end of the Lord of Destiny." Extract end. I mean its been accepted for ages in lore, books and fluff Tzeentch's schemes are eternal. Tzeentch's plots go on forever since he is change itself and known as the great conspirator and the god of schemes. Its against his nature to see a plan to fruition since if a plan comes full circle the plot or scheme would end which goes against what he is about. So he does the bizzare things at times of sabotaging his own plots to keep the scheme/plot going.
Doesnt it mean, that it may appear for unenlightened mortal, who knows no better, that Tzeentch plots contradict each other? They just on so much higher scale, that mortals can't understand them. If u can't understand something - it doesnt mean, there is no reason behind it. And ofc, Tzeentch plots would be eternal. Gods are eternal. So their goals are eternal too.
That's not what I am saying of course I know his plots are eternal but if you want your plot to be eternal at some points you are going to have to do contradcity things or sabotage a small plan here or there. I was making a point that tzeentch sometimes takes a plan another way which would screw him over at a time but keeps the eternal plot going. I was making a point to Mhorge that Tzeentch does sabotage his plans at times for the sake of his eternal plot. Since its eternal there can be no fruition or end to the plot.
Actually, there are some reasonable plans, which do not need ending. Like "I plan to live forever" does such plan need ending? The whole point of plan is eternal. So such are the plans of Tzeentch. He does not need to screw himself. He can screw some of his followers, if in future, their existence might cause a danger to his plans. No matter how his schemes look to us > they all are best possible decisions to made, at this point of time.

Ontopic: I just personally think chaos itself can't be fundementally evil yes it can be evil but with all forces it can be evil, good or neutral. It's just that 40k looks at the grimdark perspective most of the time considering the setting is grimdark.

You highlighted the wrong word, in your quote, the true keyword is 'may appear.' Tzeentch is the 'thinking mans' Chaos God. To simplify, compare the scale of our vision compared to something like an ants (ignoring the funky different type of eyes we have). Both of us see 'the truth', but we can see far over the horizon in comparison, we can even see the bird that's coming down to swoop upon said ant. The morale of the story is that while some things appear to us as contradictory (sacrifice a few followers here), in the extreme long view of Tzeentch this isn't the case because Tzeentch can see the entire Monopoly board and can see past Go. He even banks the $200 before he gets there because he, like all Chaos Gods, make up the rules, all we are is the pieces on the board, even his Greater Daemons. Eternal Plots just means that he has plots within plots for the extreme long term view, which is namely his true ascendance over his rivals. One such of these plots is the creation of the Blue Scribes. Another, it is argued, is the establishment of mankind in the 40k universe as a true psychically active species. Eternal Plots in the context of the link you gave to me reads (at least, personally) that he is eternally creating plots, not necessarily that each plot is eternal in scope.
