Nah even if Relic(Sega) allowed it ,it doesnt make sence from a lore PoV ,BR at this point are fighting the Aurelian crusades propably or are undermaned to perform due to the purge!That being said I would like to see them making a return!!! Knowledge is power!!
Well they said angry marines were a thing, so anything, within reason related to lore, will probably happen, granted they said that a long time ago in a live stream so I dont know if it holds up anymore because game developement + time = major change in any project.

The Tau Empire is colossal from our perspective, but in terms of the entire galaxy is quite small. Look at the top-right here:
And you can't recruit from your own fleet I feel like there must be more to it - if that were true then their numbers would be so low that they wouldn't even be worth discussing.
Blood Ravens are fleet based, but we've seen they have recruiting worlds. Same goes for other fleet based Chapters.
The Blood Ravens are canon aren't they? They even have an Astartes Index entry. This means that GW owns them and GW can do whatever they want. The Blood Ravens do not belong to anyone else other then GW.
Id like to see chapters in the game Represented by players, the things I don't want to see, infighting an trolling cause some one isn't playing that faction but they are in a PUG PvE "instance" sure sure not all space marines get along some will even kill echother if they are both looking to "exterminatus" the planet of all life, but what I don't want to see is two 5y/o's getting into a fight an the PvE goes no were cause of it....
