^^ I just write what I believe. The 40k universe is rich in canon, and the horus heresy is where all of the legions, loyal and traitor alike is where their legends were made. For me, the example sigismund set in the emperors absense, really hit home for me. People call the templars zealous, which they are. but the Templars were forged in the battle that was the heresey, arstartes vs astartes, brother vs brother for the fate of humanity. some zealousness is to be expected
I can't argue against your logic, it is sound. I would however, bring my own form of logic to the table and that is what I said in an earlier post and that I believe the Raven Guard would compliment the rest of the chapters better than another close assault chapter. Having said that, I realize I am in a minority when it comes to people that really enjoy the Raven Guard play style and I will concede that there are chapters out there that are far more popular that stand a far better chance of being implemented before my beloved Raven Guard. It is fun to hope though.

I do not see what the Raven Guard would bring that the Black Templar could not, gameplay-wise. On the tabletop and in the fluff, there's a huge difference.. But in the game, we're being directed by the War Council, ordered around the battlefield. It is their job to ensure victory. A Templar could easily fill the role of the stealthy strike force just as well as a Raven Guard would, assuming no chapter-related skill differences exist.On the other hand, this goes both ways. The Raven Guard would just as easily fill the shoes of the Black Templars, once again assuming no differences in chapter skills and bonuses. Thus I believe it to be a case of the Rule of Cool. Who looks more awesome? The guy in black and white or the guy in black and white.. WITH A TABARD!
Raven helmets counter the tabard. Good write up though. I may be reading to much into it, but I hope that there is some difference between the chapters. It will be quite off-putting to me if playing a Wolf is the same play as a Dark Angel. Game breaking I highly doubt, but it is the small details (and some times the not so small details) that attract us to our chapters and I feel it would be a crime to not have some skills that are unique to each chapter. However, Black Templars are in my top 3 favorites, so I won't be crying if I get to play a BT. Don't tell anyone else I said that!
I do actually believe that there will be differences between chapters. However, I think these bonuses will be so small so that it will come down to personal style, not an issue of powergaming. Oh, and Raven helmets? Beakies? Pfft. We have awesome Knight-like helmets!
