Not exactly. Farsight doesn't try to kill his people. He just thinks that he is better at defending the Tau Empire than the Ethereals. Also he has uncovered certain secrets regards the Empire. Chaos Cultists on the other hand try to kill Imperialists.
Tau Heretic =/= Imperial Heretic It is similar, but essentially different Imperial Heresy level would be a Kroot eating someone inedible.
then let me give you a course in Tau/Kroot lore. Kroot Shaper (boss of a Kroot Tribe) declares what is edible and what is inedible. Globally Tyranids were declared inedible because they cause weird shit. Same counts for Daemons. Those Kroot tribes that are allied with the Tau also had to declare that all allies of the Tau are declared inedible. Inedible means: Don't eat or you freaking get killed for breaking the tribes law. So mercenary kroot that do not work for the Tau may eat an Ethereal without consequences (except Tau angry at them) but Kroot that belong to the Tau empire would get executed for eating a Tau (doesn't matter if Ethereal or not)
