This is a missconception a lot of people have. ARMOUR HAS NOTHING TO DO WITH THOUGHNESS. Armour is your regenerating shield. Thougness is a % damage reduction that applies to Health and Armour.
In my experience, when I hit someone in melee who is charging plasma up, when I hit him that triggers the shot and I die.
That might be how it works but should it? Just because you can pierce the armor doesn't mean you can do high damage and just because you do high damage doesn't mean it affects the armor. I'm would like to see penetration only affect armor mitigation and toughness only affect damage that exceeds the armor value. You can crack the egg but then you still have to scramble it.
Your math is off, there's actually a post somewhere in these forums that fully explains the toughness calculation, and how it mitigates damage. As for the strength value, I can't agree, though I do understand you. The thing is, toughness is only supposed to be countered/mitigated by penetration values of weapons. And truthfully, if we were to negate toughness even more, it really would just be a dumpstat instead of an actual benefit. If you'd like, so you can have a full and complete equation to kind of see how toughness affects weapon damage, on a melee weapon. I can do the damage calculations for a chainsword, and a powersword, and you can see the comparisons. Though fair warning, it will be a bit of a read so I can show you the whole equation and process.
Just so you two know, that isn't how toughness works. As I've said for someone else. If you'd like I can make a post of the calculations of a chainsword and powersword for comparison to really show how the equations work.
I realized after that post that "Damage" is the "Strength' that negates Toughness. Also, that was a very simple dumb down version of what I think happens. If you can remember where the calculation is I would like to see cuz I like numbers. Topic is if we were cool with how toughness works and my thought was that I don't think it should add on to armor mitigation. It should be a second step. I can train to mentally ignore pain or ask the choas god to do it but I am not making my skin harder to penetrate. Toughness is the I have too much strength/drugs/stupidity to know that I lost half my gut and will probably still die after the battle is over.

It's this. There are more weapons in the game that completely ignore toughness than there are weapons that actually see damage mitigation
