That's not necessarily true. Something "being a part of the universe" doesn't mean it should be in the game, especially if the only justification is that you want it there. A lot of people want Titans and Gargants, for example, but the devs are saying they won't be in the game in a very substantial capacity. There are dozens of minor alien races that won't make an appearance. Something existing does not translate to it appearing in WH40k: EC.
Lol, I am sure the bloodaxes will be added, but to some degree you should be able to sell out and go on a darkerpath agianst your own race, freebooter, bloodaxe, or whatever.
while true, but a minor part I would still love to see of it. All I want predominately or at-least like to see is the option to be against your race.
If, the game is as popular as it should be, More than Wow, then later on in the game when most of the game/universe they can implement has been implemented; were talking like 5 years in the game. Small things like the freebooter could be implemented towards the end of development.

probably, the universal rules most mmo's have of friendly fire within a faction. so game mechanics, that is unless they choose to not implement said system and friendly fire is allowed
I think there should be arenas in each faction territory to allow duels, as clans might have instances in which they could fight each others. Nothing too fancy to not distract too many people from the main focuse : the war. Not needed for release in my opinion but could be a nice addition in the future.
Sweet, then nothing really stops you, me and my strike-force can just decide to be chaos orks and kill everyone.
