It's probably Kiruko, from the manga of the same name. Don't judge it by the image you posted, it's mostly comedy. The manga seems to be weirdly popular... well, not everywhere, judging from the MAL score, but popular enough that I've seen hentai of it. And about Appleseed, it's one of the best cyberpunk animes you'll see. I don't remember much about the story either, sadly.
*cough* You don't need to be a nerd to be an Otaku, and Otaku can be anyone with an obsession in any hobby. Anime, trains, military, cars, tabletop games, all of those are Otakus, though it is mostly used as a slightly demeaning term for Anime viewers. Anime to the Japanese, is the same as what cartoons are for Americans, something for children/teens to watch, not for adults, but it has grown to accommodate it's adult viewing audience. This is all coming from a self-proclaimed (Not saying I'm proud of it, just saying I think of myself as an Otaku due to me watching Anime) Otaku.

Actually Otakus is a baaaaad word for Japanese - funny enough Americans (mostly) use it to identify themselves as Manga / Anime fans. THE MORE YOU KNOW!

It really depends on the light in which you say it. If you spit it at the person, of course it's insanely rude, but if you're just saying it like "Oh, you watch anime? So you're an Otaku then?" that'd be like saying "Oh, you watch anime? So you're an Anime Enthusiast then?" just like if you called a military memorabilia fanatic an Otaku, it'd be calling them a Military Memorabilia Enthusiast, perhaps a little demeaning. It's not that demeaning, unless you say it in spite.
Nope - Japanese see the word 'Otaku' as those who have no social life or 'regular' life at all. It is like in Germany calling others 'Basement Kiddo'
I had a Japanese friend back when I was a sophomore(Exchange student, and though I wasn't buddy-buddy with him, I'd like to have thought we were friends) and while his English wasn't the best, he could still form a proper sentence. When I got into anime, I asked him "Hey, what does Otaku mean, like when they call someone an Otaku in an anime for watching anime." Then he told me it was like if we call someone an "Anime Enthusiast" or "Anime Lover," though not using those exact words, that was the basic gist of it. So that's what I've been going with for a long while.
