    Background:

The year is 1937 and after a series of distasteful global despair, the populace have cried out for the leaders of the world to unite and bring about a new era of peace and prosperity. The countries of the world up to this time have long held old grudges or discontent and now is the time for those that have remained under the boot to try and rise up to make a name for themselves. Considering the economic, political, social, and military standings of each country represented, you as a Representative of your respective nation will try to claim it all and create a single new World Order, under your own leadership of course.

As such, this means that essentially the primary powers and secondary powers of the World have a true say or those that have access to economic riches such as the oil rich lands of Saudi Arabia or the bloody mineral mines of Nigeria. If your country can realistically protect itself in these dangerous negotiations you have a chance of coming out better off than before. Over the course of the next seven days during this cold Winter of December 14th, 1937 you have found yourselves within the neutral and fortified realms of the Papacy. Having offered to provide both protection and neutrality, the Vatican City has quickly become the center of global attention. Upon each day, the nations contenders will meet and discuss a single global topic of conversation dictated by the Papacy and propose their plans for dealing it. At the end of the day, the proceeding council will vote and dictate to which country will have the honour of overseeing their plans granting them unprecedented access to global wealth and territory.

With each victory a player ascertains, their current standing and power expands until it either becomes a vacuum that consumes everyone else or they are undermined by the other contenders who are sure to align themselves to bring down the most powerful opposition. A persons word means both nothing and everything for within each honey tipped tongue could lie the foundations of a new alliance or the unraveling of your country. Use a collection of your own agents, personal resources, and political power to influence the outcome and eliminate other players while maintaining face.

Remember, the desires of the human body can easily undo the most stoic of souls and those that have had a taste of power want it all...

    Regulations:
Representing the Papacy, I will throw out a global question of concern be it supplying food to the global populace or relieving a section of the world from plague and disease, each of you will debate amongst themselves and attempt to outwit everyone else with a reasonable and feasible plan. It is recommended that you choose a primary country (I'm sure you can figure out what those are) as they have the best means to actually support such an option and after proposing, you will have to defend your position from the other players who will seek to undermine and have their proposal seem the most appealing.

Each hearing will begin at 10 AM and go on until 4 PM each day (In Game), upon which the Papacy Council will oversee the discussions and at the end convene to make a decision. On the following day, the Papacy Council will announce to whom they have decided should take the prize or if multiple contenders will split it. How this is determined is through careful counsel, bribery, and heavy research as to whether or not a player can feasibly support their plan.

During, before, and after these hours the players will have time to attempt to undermine or influence the decisions through any non-violent mean. You cannot assassinate another player or their council, you cannot poison them or try to cause an incident such as falling down a stair well. You can instead use a predetermined number of funds which will be disclosed based on country and a random number generator through PM to each contender to attempt to bribe another member or even myself to influence a decision. Bribes once agreed upon by both parties are disclosed by ALL participants involved to me and the funds transferred to the appropriate parties.

Remember that the truth while honorable is not what is desired here in order to prevail. You must lie, blackmail, and bribe your way to victory. You can do this by shadowing another players movement to see who they meet with, form alliances with like minded individuals and potentially pool your resources or undermine a forming confederation through a mixture of misinformation and political schemes.

What do I need from you:
From each participant, they will submit a country and what type of position they hold. Theoretically any political position is available including the owners of extremely powerful businesses such as Ford Motor or even high ranking military officers. Depending on the number of participants, it will be offered to start off as only one player per country on a first come, first serve basis upon which once they are cleared, that country will be recorded as taken. In the event a very large number of participants arises, it will be increased to two players per country but that does not mean they are guaranteed to be aligned with each other.

The character you choose and their position should influence how you play them and will have passive traits that are assigned based off how they would react in real life. For instance, a player who represents a large central bank would inevitably be able to influence monetary figures even if they are not their own and can use it as a blackmail tool whereas a military General would have access to intelligence files that may contain compromising information on another player. These are generated at random by me and disclosed solely to each player to have as a playing card if you will. Like in any game of Poker, you bluff and never disclose what is in your hand until the final moment so DO NOT tell other players what you do and do not have.

    Country's:
While technically any country can be represented, it is strongly recommended you choose from the following in order to avoid instances where the country might actually have nothing going for them (like Mongolia).
    • Great Britain (Including her colonies of Australia, Canada, and New Zealand) @High_Adept_Zeth
    • France @matt23
    • Germany @Keidivh
    • Italy
    • Spain
    • Portugal
    • United States of America (Including her colonies of the Philippines)
    • Russia (No Soviet Union) @Mechiaus
    • Japan @Uriel1339
    • China
    • Korea
    • India
    • Saudi Arabia
    • Poland
    • Egypt
    • Turkey
    • Mexico
    • Norway
    • Sweden
    • Switzerland
    • Belgium
    • Finland @GoreWrencha
    Acceptable Positions:
    • CEO of a massive industry that exists historically during the time period such as Coca Cola, Ford Motors, BMW, etc.
    • CEO of a collective monetary institution such as the Central German Bank or American Federal Reserve
    • Renowned Scientist representing a single countries interests
    • Military General/Admiral
    • President/Chairman/Prime Minister/King/Other Primary Leader of a single country
    Retinues:
Each player has their own retinue of staff and consultants that are NPCs and can act as their minions and spys through discreet actions or to deliver messages to other players without physical contact between the primary characters. A players retinue is limited to four positions which can include any manner of representatives ranging from your secretary to a military aide to a financial adviser.

*When it comes to scientists, you must specify their field such as a mineralogist in order to avoid jack of all trades.

    Player "Cards":
Each player is assigned multiple "Cards" upon entering which are representative of what their positions political and economic power would most likely be. This can range from strategic assets such as natural resources to scientific and industrial superiority to financial stability and excess reserves. There is no limit to the number of "Cards" a player can be assigned BUT each player begins with the same number of "Cards" with no guarantee of them being the same as any other player.

By considering the implications of what they can hold over another player, they can be used as leverage in negotiating a deal or alliance as a final tipping point. Be advised though that there is almost no true way of discerning if the person is being truthful to what they state which is where a retinue member can come into play. For instance if you have a financial adviser, they can double check to see if the person you are negotiating with can even support their monetary figures that they offer or if you have a scientist to that specific field assigned they can see if the player could even offer those resources as a bargaining chip.

Using this variety of counter measures and hard counters, a player can quickly form a general consensus of power around each opponent and figure out if they are screwed or hold all the cards.

    Communication:
Everything is considered to be behind closed doors but all dealings during the prime time will only be considered legitimate when posted in the main thread. Outside of the prime time, players are welcome to use PMs to communicate with each other to hammer out deals before acting. All PMs however between players WILL require me to be invited as well so that I can confirm or deny any accusations of foul play. Since there is no other physical way of me confirming that players have agreed to such actions, this is the only medium through which a balanced approach can be given while still allowing a large scale of behind the scenes action.

    Drop In/Drop Out:
This is designed to be a very quick, reusable template through which players can verbally spar with each other in a way that is unlike anything ever attempted in this Forum. As such, all players are allowed to drop in and out as they please but it is recommended that once you are in that you see it through. Physically, each session should take no more than two weeks to complete with each day in game being represented over two real life days in order to keep it fast paced.

Players that would like to join can opt to represent a dropped faction as a new representative or an entirely new face to the party but note that the later you join in, the more of a disadvantage you are placed at.

    Alliances:
All players can form an alliance with any number of other players up to and including the entire group. While this would be the best and most logical way to ensure that all resources all pooled together, it is recommended that you try to avoid this realistically and represent your character as they would in real life. Realistically, we all know that it's basically impossible for everyone to agree upon the same thing and as such neither will alliances ever reach such levels of cooperation.

However, all alliances are verbal and shook upon meaning there is no official backing to them. At any time a player can back out of their agreement with or without whatever was promised without having delivered on their end. This encourages each player to double think about what they propose before they carry it out as bribing another player who swears to carry out the agreed upon action may result in them simply pocketing the dough and leaving you to hang.

    Confederation:

A sub-part of an Alliance is a Confederation upon which a player offers to provide unwavering support to another player essentially solidifying their cooperation. This is the only type of alliance that is permanent and can only be broken by the person who is considered the primary power in the alliance. Confederations are also not private, was agreed upon all other players are notified as soon as physically possible in game that such an agreement has occurred which can lead to multiple repercussions.

    Rules of Conduct:
Keep in mind that this is designed to become a heated argument but remain civil. You can insult each others personas and try to piss them off but refrain from any untoward remarks. Excessive abuse or targeted harassment that is deemed out of character or unwarranted will result in your faction being removed by the Papacy for the day which means that you can bait an opponent into basically raging themselves out of the room.

While this IS a Player versus Player perspective, it is not the traditional sense of it as you are only trying to prevent your opponent from gaining the upper hand and not actually trying to physically eliminate them.

Wouldn't dream of it! :p My grandpas straight outta Germany, wouldn't want to mess it up for him!

And I'm hoping that to! Kinda prefer the epic German Empire to the Fascist Nazis :D

  6. You can choose either or, whichever you decide will then affect the permanent position of Germany. You can also go with an alternative, democratic party before Hitler takes over. Note that all versions have pros and cons, for instance if you were to choose Hitlers Germany, I would be inclined to give specific bonuses that are unique only to that Germany.

Pretty sure they just call them the Minister of Culture as it implies to envelop most or all of that into one, or at least that's how I understood it when it comes to foreign dignitaries. Other than that, good to go.

    Announcement:
Depending on who you pick, you will also be given an unseen objective(s) by me to accomplish based off your character which can affect how you will interact with other countries representatives as one might be more suited to accomplishing it than another or you can attempt to steal the capacity to accomplish it from them. Whatever choice you make is up to you. This is to give each player a direct motive that they don't have to guess at but they can add their own motives as well.

Germany (Unknown Version) has been sealed.
    Japan has been sealed.

  8. But it was formed in 2001 though, that's 51 years outside of the time period. You can go with it if you want, just saying I would prefer it to be more accurate to the time period for realism purposes :3

Awesome, thanks! Think I'm going to go with the German Empire (2nd Reich) as its one of my favorite periods in German history.

Question on outcome of WW1, did it occur still, who won, and if so what effects that has
  10. Uriel1339 Uriel1339 Lord of Posts

So you want to throw disadvantages and such around for not knowing exact history, eh? :p Already meta-effects starting to kick in I see?

Cuz I cannot even find squat on ministries during the 20th century on Japan since it was an Empire to begin with, so I roll with modern stuff and just assume it to backtrack. So 'more accurate' would be actually rather ... Impossible. But if there is an alternative Germany, surely there can be an alternative Japan.
