Each space marine chapter, each chaos legion, each ork warband, each eldar craftworld and every single separate named character are separate licenses. There is no such thing as "40k license", everything is separate.

Crimson Fist came from Imperial Fist? (might be wrong) If so I guess that could be allowed... Don't know about Red Scorpion; sounds like Eldar that need ta be krumped.
I wonder what the exact reason for the black templars ban is? I mean, I understand not adding Raven Guard or Salamanders as they are first founding new chapters that shouldn't carry around an Ultramarine shield or whatever. They said that they would not be adding in new chapters, but they wouldn't mind a skin from a child chapter (I took that to mean things like crimson fists for the imperial fist characters and novamarines for the ultramarines characters, etc.) But aren't the black templars a 2nd founding from the Imperial Fists? I wonder if the Black Templar's hate of psykers would cause problems with planned slate system stratagems or something...
haha i like black TEmplars but i think they are use all the time that why i think they are ban. i think it's time to ask nathan about the black templars or what sub legion is allowed

I believe its because the black templars are a much more developed 2nd founding with a lot of their own unique iconography. Thus they were deemed by GW to be worthy of their own license.
Hmm, I've heard conflicting reports about how GW does their licensing. I had heard a few years ago that they'd changed from "buy-in purchase" model to a "simple cut of profit" model and that it was that change that led to the burst of GW games on phones. So that's why I wasn't sure about the whole "unique chapter licenses" reason for the Templars. But it's super possible I've heard wrong since I never investigated it myself.
