So the Eldar, the generally considered overall least tanky race in the game, have the best deals on Armor? Given that overall survival orientation is less effective than just getting a better weapon its not too big of an issue, but still, shouldn't the other races be able to get better deals on their gear too since they are supposed to be tougher?
That's why I was so surprised when I found out that their armors have more LP value than any other race's top-tier armor.
Eh, pretty sure you have to unlock each one in it's own tree path to use them. Plus none of the other classes can use that specific advanced armor. It's not quite the same to compare them to the other 3 factions.
I think Dire Avenger (and possibly other armours like Guardians) power their guns from their backpacks You can see the cable for the gun here, how about they give us weaker armour for more damage, mag sizes, penetration mods etc? Eldar lack versatility in their loadouts and that can get boring so how about giving Eldar armour that enhancers their characters in ways other that durability(which could be an armour that reduces sprint speed), then you could kit for a mobile build, damage enhancers, mag size for suppression or range increases via the range finders? this would vary up players and give them options while keeping the factions identity of speed and not extreme durability like Marines and, Orks are know for, Eldar are actually average in durability in 40k its just Marines and Orks are beasts when it comes to getting shot. Although I believe these armour are fine as it is for Reapers, Dragons and Scorpions since they wear power armour.

This is true. While I don't believe their individual armors cost the same amount of AP as one of ours, they do have a lot more to get. The question is, does the increased number of armors make it fair for them to be better?

Yeah but factor in base stats to this. A LSM Tactical has 200HP, 120 armor and 100 Toughness. A base DA has 200HP, 100 Armor and 80 Toughness.(I know your stats factor in these numbers, just saying the bigger picture). LSM is still doing pretty good on a point for point basis. Also Armor is a hard thing to quantify usefulness from due to it's regenerative nature. A regenerating 140 hp pool is better than 125 pool, even if they got 5 more on their armor.
The problem with the Eldar armour being so far ahead (it comes out at a net profit overall and I imagine @Wulf might be able to correct me here since I'm just following along) and it's actually less susceptible to the looming threat of DIMINISHING RETURNS which is actually a rather big deal. It means an Eldar toughness build could be arguably the most efficient in game because yes, whilst it may not hit the highest apex point, your costing for it is better and it's playing counter to the Eldar frailty but isn't interfering with their natural bonuses which require the durability nerf in the first place (unlike say Slaanesh for CSM which you can never override the net loss of performance else where). AKA you cover your weakness at good value.
Mmm..except a DA wearing 400 LP armor is still shredded for 100% damage from any weapon with 110 Penetration(several exist, ranged) while a LSM with 400 LP armor will not. Both of course, are still nullified by the almighty equalizer: The Power Sword heh. But at the end of the day, even with the most hardcore toughness/armor based builds, we're talking a different of like..1-2 bullets, MAYBE 3 bullets at best. I think a bigger problem is toughness just not feeling useful as a stat period(especially when melee enters the picture).
