i think the most obvious way the devs could implement shipboard combat is with space hulk themed pve instances :D i wouldn't expect anything...
that probibly depends on if they extend the visual customization/loadouts system to the heroes, although i would exspct that decals will be...

keep in mind that hero classes within the founders program are meant to be special slightly tweaked versions of hero classes available in game. so...
in open normal play, i would have to say no. but while under suppression i can see it working.
regarding the heresy weapon packs, its not really a matter of being to expensive its more a case of not adding the right level value for the price...

hmm i just bought a pack but it tells me i have no character slots when i look at my account on the main site
as i understand it they are not re-skins they are hero classes
they are powerful individuals that you can play as for one life, when you die as them you will have to wait a fairly long time before you can play...
being an rpg fan myself i would have to say yes i would like tiered gear quality, but only if load outs that contain items over the basic gear...
trust me it would get old when every battle is decided by who has the biggest ball of heroes and the base classes are basically fodder. heroes...
the problem with making them too big a bullet sponge's is that on mass they turn in to a moving ball of unkillable death that takes an insane...
as far as i am aware the current thinking from the devs is that hero classes will be available to everyone who has progressed enough to unlock...
